Nat Keohane on Repeal of the Endangerment Finding and Vehicle Standards

Statement of Nathaniel Keohane
President, Center for Climate and Energy Solutions

July 29, 2025

On EPA’s Proposed Repeal of the Endangerment Finding and Vehicle Standards:

“The EPA’s proposed repeal of the Greenhouse Gas Endangerment Finding goes well beyond the expected change in direction that often comes with a new administration. It is an extreme measure that seeks, in a single action, to roll back existing and future federal regulations to reduce climate pollution, with devastating effects on public health and the U.S. economy.

“The EPA’s concurrent proposed repeal of tailpipe standards that limit greenhouse gas emissions from motor vehicles and engines will lead to over 8 billion tons of harmful pollution in the coming decades and stall the momentum in the race to meet the global demand for cleaner vehicles.

“Climate change is not a distant threat; it is already measurably affecting the health, safety, and welfare of our communities. Unchecked climate change comes with a price tag. Premature deaths, hospital visits, and chronic sickness have costs. The damages to our neighborhoods and livelihoods from increased wildfires, floods, droughts and other extreme weather events have costs. Extensive scientific and economic analysis has estimated those costs – which amount to over a trillion dollars every year as a result of U.S. emissions alone.

“As a result, reducing greenhouse gas emissions is consistent with settled science, sound economics, and common sense. Well-designed regulations will reduce the threat of climate change while supporting investment and innovation and positioning American businesses to compete and win in the clean energy economy. The EPA’s own analyses show that the emissions standards currently on the books – including the tailpipe rule that it now seeks to repeal – would deliver hundreds of billions of dollars in net economic benefits.

“Our nation’s economic well-being and security depend on a safe and stable climate. By ignoring that reality, EPA has abdicated its responsibility to protect the public health and welfare – and taken steps that, if finalized, will lead to a less prosperous America.”
