At COP30, the United Arab Emirates Just Transition Work Programme (JTWP) could lay out the elements of future work, including a framework for enhanced international cooperation and ambitious climate action for just transition. This paper explores the state of play of discussions and provides considerations and recommends possible outcomes for the JTWP. Through a well-designed and visionary JTWP, Parties have an opportunity to coordinate means of implementation and strengthen synergies, including with the global climate action agenda and in the context of taking forward the outcomes of the first and informing the second global stocktake (GST).
Questions for consideration
- Is there a role for the climate action agenda in possible new institutional arrangements for the JTWP?
- What should be the elements of a JTWP decision at COP30?
- How will the COP30 outcome impact the work of the JTWP ahead of its review in 2026?
