Sam Horowitz is the Climate Resilience Manager at the Center for Climate and Energy Solutions (C2ES), where he supports implementation of the Climate Resilient Communities Accelerator and coordinates the organization’s federal resilience policy, serving as a bridge between local resilience efforts and national policy goals.
Before joining C2ES, Mr. Horowitz managed regional resilience projects that enhanced national security and community resilience with Converge Strategies. He previously spearheaded the climate strategy for the New York State Hazard Mitigation planning process and contributed to revisions to NEPA regulations and guidance at the White House Council on Environmental Quality. Mr. Horowitz has collaborated with communities across the U.S. to advance innovative resilience strategies and has developed climate and resilience policy for multiple presidential campaigns.
Mr. Horowitz holds a Master of Environmental Management with a focus in climate policy from the Yale School of the Environment and a BA in Environmental Analysis and Public Policy from Pitzer College.
