Amy Merrill is Senior Director, Head of Global Carbon Markets at the Center for Climate and Energy Solutions. She leads C2ES’s work on the evolution of compliance and voluntary carbon markets, including work with the Integrity Council for the Voluntary Carbon Market and initiatives supporting implementation of Article 6 of the Paris Agreement.

Ms. Merrill is a qualified UK lawyer with more than 20 years’ experience in developing policy frameworks and legal documentation relating to climate change. Between 2011 and the end of 2021, Ms. Merrill worked as senior lawyer at UNFCCC for the Kyoto carbon mechanisms and led the UNFCCC support to the development of Article 6 of the Paris Agreement and to negotiations and drafting of the related implementing rules that were adopted at COP26 (2021). Prior to her time at the UN, Ms. Merrill was a leading carbon and climate finance lawyer in the City of London, working with MDBs and investment banks. Most recently, she was Senior Legal Manager for Climate Asset Management, where she developed investment documents for scaled investment in community focused nature-based projects.
