Russia Ratifies: Kyoto to Enter into Force in Early 2005

A decade after its launch, the international effort against global climate change enters a critical new phase. With the ratification of the Kyoto Protocol by Russia, this landmark agreement will now enter into force. Kyoto's coming of age is a major diplomatic accomplishment: a strong declaration of multilateral will to confront a quintessentially global challenge.
