On January 22, 2007, the U.S. Climate Action Partnership (USCAP) [1] released a landmark series of principles and recommendations calling for the federal government to quickly enact strong national legislation to achieve significant reductions of greenhouse gas emissions. The USCAP is an unprecedented alliance of leading non-governmental organizations, including the Center for Climate and Energy Solutions (at the time named the Pew Center on Global Climate Change), and major corporations, including several members of our Business Environmental Leadership Council (BELC) [2].
