EPA released today its final rule [1] “tailoring” the requirements for new source review and permits under the Clean Air Act.

EPA took another important step forward today in shaping a workable program to begin reducing our nation’s greenhouse gas emissions. By focusing its requirements on only the largest sources of emissions, EPA picked exactly the right place to start. Together with the recently announced fuel efficiency standards [2] for light duty vehicles, we are now beginning down the path to addressing the risks of climate change. Until Congress provides better tools through new legislation, we need to continue to wisely use those tools that we have.
