Wyoming & CCS On February 26 and 27, 2009, Wyoming Governor Dave Freudenthal signed three bills to address ownership and liability issues related to geological storage of carbon dioxide. Low Carbon Fuel Standard On March 5, 2009, the California Air Resources Board (CARB) released proposed regulations for a Low Carbon Fuel Standard (LCFS), which would require transportation fuel providers to lower the life-cycle carbon intensity of their fuels over the next decade.
