RUSSIA'S STATE DUMA RATIFIES KYOTO PROTOCOL

A decade after its launch, the international effort against global climate change stands at a critical juncture. With the ratification today of the Kyoto Protocol by Russia, this landmark agreement will now enter into force, Kyoto's coming of age is a major diplomatic accomplishment: a strong declaration of multilateral will to confront a quintessentially global challenge. But against that challenge, Kyoto is but a first step.
