New Hampshire Climate Change Policy Task Force Releases Final Plan

On March 25, 2009, the New Hampshire Climate Change Policy Task Force released its Climate Action Plan. The Task Force recommends near-term and long-term goals for greenhouse gas emission reductions of 20 percent below 1990 levels by 2025 and 80 percent below 1990 levels by 2050; 67 policy recommendations for achieving these goals are included in the document. The recommendations fall under 10 main categories, including energy efficiency in buildings, renewable and clean energy generation, addressing transportation emissions through vehicle standards and reduced vehicle miles traveled, and protecting natural resources for carbon storage purposes. The Task Force also recommends the development of an adaptation plan to reduce the impacts of climate change on the economy, human health, infrastructure, agriculture, and natural lands.

In order to facilitate implementation of the actions included in the Action Plan, the Task Force calls for the creation of the New Hampshire Energy and Climate Collaborative, to include members from the public, private, and academic sectors. According to the Action Plan, implementing the recommendations will allow the state to meet its 2025 goal of 20 percent below 1990 levels. The proposed recommendations are anticipated to reduce emissions by 16 percent below 1990 levels by 2050 or nearly 70 percent below projected emissions under a business-as-usual scenario; additional measures will be required to meet the 2050 goal.
