Prospects for post-election climate action
A year of record heat, drought and wildfires – capped by Hurricane Sandy – could provide an opening for stronger climate action. Eileen Claussen tells the National Journal that new EPA greenhouse gas limits at power plants are on the horizon – and a carbon tax could help avert the "fiscal cliff." Coupling it with reductions in payroll or other taxes offers a revenue-neutral approach that could find common ground.
